Ryan Allain

Commander Ryan Allain assumed his current position as Chief, Environmental Standards Division (CG-OES-3) at Coast Guard Headquarters in August 2011. The Environmental Standards Division serves as the principal environmental advisor for all offices within the Commercial Regulations and Standards Directorate (CG-5PS) and works to address environmental issues through the development of standards and public policy. It also represents U.S. interests in national and international organizations to integrate U.S. and international environmental standards.

Prior to his current assignment, CDR Allain was the Coast Guard's Vessel Response Plan (VRP) Program Manager, overseeing a staff of 18 personnel who processed and approved response plans covering over 20,000 vessels in more than 3,000 response plans. He also served as Program Manager for the Coast Guard Port State Control Program, where he was instrumental in developing Coast Guard policy for testing and inspecting oily water separators.
