Phillip A. Brooks

Phillip A. Brooks is Director of the U.S. Environmental Protection Agency's (EPA) Air Enforcement Division within the EPA's Office of Civil Enforcement. This office is responsible for the EPA's role in enforcement of the Act to Prevent Pollution from Ships (MARPOL Annex VI), as well as other nationally significant and headquarters-administered enforcement programs under the Clean Air Act. Prior to joining the EPA, Mr. Brooks worked for 23 years in the Environmental Enforcement Section of the U.S. Department of Justice, including nine years as Counsel to the Chief of the Environmental Enforcement Section and 12 years as a Senior Counsel, during which time he served as lead counsel for trials involving a variety of environmental statutes including the Clean Air Act.
